Commissioner of Prisons

Mr. Deopersad Ramoutar, Commissioner of Prisons (Ag.) with effect from February 24, 2022, is an expert practitioner in the fields of Mediation Studies, M.Sc, and Social Work, B.Sc (Hons), with certification from the University of the West Indies. He is also a certified mediator with accreditation from the Mediation Board of Trinidad and Tobago. His passion for people and his innate ability to engage them, coupled with his extensive experience in the corrections environment, allow for innovation, renovation and revitalisation of the Prison Service. He served as Acting Deputy Commissioner of Prisons in the three streams of the Prison Service; Administration, Operations and Programmes & Industry, which has provided Mr. Ramoutar with the holistic expertise required to accomplish the mandates of the Organization.

Mr. Ramoutar’s ascent to assume leadership of the Trinidad and Tobago Prison Service occurred over an illustrious thirty-three (33) plus-year journey, having worked at all the major prisons. However, it was under the ambit of Welfare where he served assiduously, that his contributions to the Prison Service received acclaim. His genuine concern for the welfare of those under his charge, both staff and offenders, has always been his motivation in seeking to affect positive change in their lives. It is with this in mind that he successfully advocated for and initiated the implementation of the Mediation & Conflict Management Unit in 2017, as an avenue to offer alternative methods for dispute resolutions, and the Chaplaincy Unit in 2018, to provide spiritual, psychological and emotional counsel and support to those in need.

 

Personality & Academic Qualifications

Mr. Deopersad Ramoutar’s assorted academic background adds pertinent value to the knowledge and experience he possesses, for critical management of the Prison Service. In addition to his honorary titles, he is certified in Human Resource Management, Security Administration & Management, Sport Management, Sport Psychology, Sport Administration and Industrial Relations.
Mr. Ramoutar is in support of the transition of the Trinidad and Tobago Prison Service to corrections, prison reform and rehabilitation of offenders.
